PURPOSE

ndb_cif_move_row_by_id makes the current row refer to the row specified by rowId in the category specified by categoryId, in the datablock specified by datablockId.

RECEIVES

datablockId	identifies the datablock
categoryId	identifies the category
rowId	identifies the row to become the current row

RETURN VALUE

Returns the number of the current row or 0 for failure.
