PURPOSE

ndb_cif_remove_category_by_id deletes the data in the category specified by categoryId in the datablock specified by datablockId and frees the memory.

RECEIVES

datablockId	identifies the datablock
categoryId	identifies the category to remove

RETURN VALUE

Returns the number of the current category.
