Catalyses the first step in the degradation of chlorobenzoate in Pseudomonas. In many microorganisms, this activity comprises three separate enzymes, EC (4-chlorobenzoate-CoA ligase), EC (4-chlorobenzoyl-CoA dehalogenase) and EC (4-hydroxybenzoyl-CoA thioesterase).
